Coronavirus (COVID-19) business grants

Business adaptation grant

Small and medium-sized businesses can apply for a grant towards the cost of adaptations needed for coronavirus (COVID-19) safety, where eligible costs amount to more than £1,000.

Businesses may receive funding to cover 50% of eligible costs, up to a maximum grant of £2,500.

Applicants must pay their full costs. Grants are paid in arrears.

Grants can contribute towards eligible adaptations made from 15 October 2020 onwards.

Eligibility

You can apply for a business adaptation grant if your business:

  • is a full-time business
  • has a business bank account
  • has an annual turnover of less than £10,000,000
  • operates from a commercial premises within Thurrock with a signed lease, rental agreement or licence agreement, and has fixed property-related costs
  • either had to close or has been severely impacted by coronavirus (COVID-19) restrictions
  • is neither in bankruptcy, liquidation, administration nor similar proceedings at the time of application

Community groups, not-for-profit organisations, voluntary organisations and charities (except social enterprises) are not eligible unless they have a trading arm or operate from a property that is liable to pay business rates.

Eligible costs can cover:

  • internal social distancing measures to keep staff and customers safe – for example, screens, signs and sanitiser stations

  • exterior furniture for applicants with a pavement licence to support socially-distanced outdoor service – for example, tables, seating, benches, awning, canopy, eco-friendly heating, lighting, fencing or barriers

  • permanent changes to the premises, made with written permission from the landlord and appropriate planning permission, to improve safety in relation to coronavirus (COVID-19) – for example, installation of an additional entrance or removal of fixed structures that inhibit socially-distanced movement

  • staff training, upskilling or reskilling that is directly connected with adaptations necessary for coronavirus (COVID-19) safety

  • expenses associated with setting-up and running an online presence where the business did not currently have an online presence – for example, digital technology platforms or licences

Payments for eligible costs must be made through the business bank account and be supported by invoices from suppliers.

Examples of costs that are not eligible include:

  • the purchase of stock
  • routine property maintenance
  • purchases made via hire purchase, lease or other finance agreement
  • purchases made by cash payment
  • single-use or disposable items of personal protective equipment (PPE), such as face masks or hand sanitiser

All applicants must provide proof of identification.

If your application is to cover costs already incurred, you must provide relevant invoices and bank statements for each eligible item.

Businesses may apply only once for each of their eligible commercial premises in Thurrock.

The total amount of funding available is limited so, if your business is eligible, you should complete and submit your application as soon as possible.

Award of grant

Funding for this grant is provided from the government's Contain Outbreak Management Fund (COMF), which provides funding to local authorities in England to help reduce the spread of coronavirus and support local public health. All grants are awarded on a discretionary basis and are subject to eligibility checks and approval. We retain the right to reject applications and expenditure.
