New Local Plan for Thurrock

South Essex Plan

The South Essex Plan is a Joint Strategic Plan that will form part of the statutory planning framework for south Essex.

It is being prepared by the 6 south Essex local councils of Basildon, Brentwood, Castle Point, Rochford, Southend-on-Sea and Thurrock, working together with Essex County Council.

The plan will set out a strategic framework for development in the area up to 2038 and will compliment other work being undertaken to make south Essex a better place to live.

Integrated Impact Assessment (IIA)

The councils have commissioned consultants to undertake an Integrated Impact Assessment (IIA) for the South Essex Plan.

The Integrated Impact Assessment (IIA) combines a Sustainability Appraisal and Health Impact Assessment. Preparation of a Scoping Report is an early part of the assessment process.

A draft Scoping Report of the IIA has now been prepared. As required by law, statutory 'consultation bodies' – Environment Agency, Historic England, Natural England – have been consulted on the draft Scoping Report for a 5-week period, ending Friday 7 August 2020.

The draft Scoping Report is being shared more widely for information purposes only.
