Housing Delivery Test

The Housing Delivery Test (HDT) is a way for the government to compare the number of homes being built with the number of homes needed in each local council area.

A HDT report is produced by the government each year based on homes built during the previous 3 years.

The 2018 HDT report – published in February 2019 – found 2,171 homes were built in Thurrock between 1 April 2015 and 31 March 2018, compared with 2,480 homes needed. To download this report, go to GOV.UK: Housing Delivery Test – 2018 measurement.

We have produced an action plan, below, that sets out the reasons why fewer homes were built than were needed, and says what we will do increase and maintain rates of home building in the year ahead.
