Temporary prohibition or restriction on roads

1) The Borough Council of Thurrock, in exercise of their powers under Section 14(1) of the Road Traffic Regulation Act 1984 and all other powers, intends to make an Order the effect of which is to:
- prohibit any vehicle from travelling along London Road between its junctions with Wharf Road and Eastern Way in accordance with Schedule One to the Order
- prohibit any vehicle (with the exception of buses) from travelling along Eastern Way between its junctions with London Road/Maidstone Road and Hogg Lane Roundabout in accordance with Schedule One to the Order
- prohibit any vehicle from parking at any time in the lay-bys on the north kerbline of London Road between numbers 68 to 60 and 80 to 72
- prohibit any vehicle from parking at any time in the lay-bys on the south kerb line of London Road between numbers 103 to 109
2) The purpose of the Order is to enable Thurrock Council to carry out carriageway resurfacing.
3) The alternative route shown in Schedule One Below. Vehicles exiting Seally Road will be marshalled via the use of Gatemen. Buses will be given access by way of manually controlled two-way lights. Access will be maintained for residents via the use of Gatemen.
4) In this Order:
i) the lay-by on the north kerbline between 68 to 60 is defined as the lay-by approximately 10m east of its junction with Grovelands Way for a distance of approximately 25m in an east direction
ii) the lay-by on the north kerbline between 80 to 72 is defined as the lay-by approximately 15m west of its junction with Grovelands Way for a distance of approximately 32m in a west direction
iii) the lay-by on the south kerbline between 103 to 109 is defined as the lay-by approximately 41m east of its junction with Wharf Road for a distance of approximately 42m in an east direction
5) The Order will come into force on Sunday 19 March 2023 at 5pm and will be in force for three Sundays following in accordance with Schedule One to the Order. It only applies to those days and times when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.
6) It is expected that the works will be completed within the above times, however the Order will continue in force for a period not exceeding 18 months or until the works have been completed, whichever is the sooner.
7) If the works are not completed within 18 months, the Order may be extended for a longer period with the approval of the Secretary of State.

Vehicles exiting Crown Road Car Park will be diverted via Crown Road eastbound, Stanley Road northbound, Clarence Road westbound, Derby Road northbound, Orsett Road westbound, London Road westbound, Hogg Lane northbound to join existing diversion. For those wishing to enter Crown Road Car Park continue from existing diversion then follow Hogg Lane southbound, London Road eastbound, Orsett Road eastbound, Stanley Road southbound and Crown Road westbound. |
